INTERNAL REGULATIONS

OF THE ASSOCIATION OF FORMER STUDENTS AND STUDENTS

OF THE ÉCOLE NORMALE SUPÉRIEURE DE L'ENSEIGNEMENT TECHNIQUE

OF THE ÉCOLE NORMALE SUPÉRIEURE DE CACHAN

AND OF THE ÉCOLE NORMALE SUPÉRIEURE DE RENNES

OF THE ÉCOLE NORMALE SUPÉRIEURE PARIS-SACLAY

These internal regulations complement and specify the statutes of the association. They apply obligatorily to all members as well as to each new member. They are available at the headquarters of the association, and a copy can be provided to each member upon request.

The provisions of these internal regulations must be interpreted in the light of the statutes. In case of ambiguity or contradiction, the statutes take precedence over the internal regulations.

These internal regulations specify the internal and external functioning of the association.



Article 1 - Admission of new members (cf. statutes article 3)

The association may at any time welcome new members. They must comply with the following admission procedure:

  • Obtain the approval of the Association's Bureau upon written application for admission. The request can be made by email or postal mail, addressed to the secretary general. The prospective member must specify their date of entry through the entrance examination at ENS Paris-Saclay or Rennes, if they are normaliens, their first date of registration at ENS Paris-Saclay or Rennes in one of the diploma programs accredited by ENS, if applicable the date of obtaining the Diploma from ENS Paris-Saclay, a Magistère from ENS Rennes, or a Doctorate issued by ENS Cachan or Rennes, if they are not normaliens.
  • Pay the annual membership fee (per calendar year), preferably using the PAYBOX online payment procedure on the Association's website. For students who join the School in September (20nn), the fee paid until the end of December (20nn) is valid for the following year (20nn+1).


Article 2 - Categories of members (cf. statutes article 3)

Honorary members

These are individuals who have rendered or are rendering eminent services to public Technical Education, to ENSET, ENS Paris-Saclay, ENS Cachan, or Rennes, or to the Association. Designated by the Board of Directors, they are exempt from the annual fee (unless they decide otherwise). They have voting rights at the general assembly of members.

Honorary members

These are contributing members who have held responsibilities within the Association and have rendered distinguished services. Designated by the Board of Directors upon proposal from the Bureau, they may attend meetings of the Board of Directors and the Bureau by invitation.

Benefactor or donor members

They may be exempted from paying the fee by the Bureau. They attend the general assembly with deliberative vote.

Active members

They comprise two sub-categories:

  • Active normalien members include all those who have entered one of the Schools through the entrance examination, as defined in the statutes.
  • Associated or affiliated members include all those who attend or have attended one of the Schools in another capacity (Ph.D. holder, resident, holder of a Diploma from ENS Paris-Saclay or a Magistère from ENS Rennes, or students enrolled in master's programs accredited by ENS Paris-Saclay or Rennes). The association reserves the right to consider membership applications based on access to the Schools by new audiences, in accordance with the latest statutes in force.


Article 3 - Membership fee (cf. statutes article 3)

Active members (members) must pay an annual membership fee. The amount of this fee is set each year by the general assembly on the proposal of the Board of Directors. It is reduced during the period of study and up to eight years after admission. The amount of this reduction is also set each year by the general assembly.

The membership fee can be paid by check made out to AAEENS Cachan or by online payment on the association's website http://webaaee.ens-cachan.fr/index.php/fr/association/adhesion-et-renouvelement. The Bureau may decide to offer the option of automatic debiting to members.

The association never refunds a membership fee received upon admission or renewal.


Article 4 - Protection of Members' Privacy - Files

Members are informed that the association implements an automated processing of personal data concerning them.

The association's database is independent of the School's databases. It is fed by files transmitted each academic year by the ENS services and possibly supplemented by information provided by the members.

This file is for the exclusive use of the association in accordance with the Data Protection Act. The information collected for participation in events, for annual membership, or for updating the directory is subject to computer processing and is intended for the association's secretariat. In accordance with Article 34 of the law of January 6, 1978, members have the right to access and rectify the information concerning them. To exercise this right and obtain communication of the information concerning them, they must contact: Association of Former Students, ENS Paris-Saclay, 4 avenue des Sciences 91190 Gif-sur-Yvette, or: president.aaee @ ens-alumni.org. Student and former student files cannot be transferred, rented, or exchanged for commercial purposes. The personal data in these files is never transmitted without the consent of the individuals concerned.


Article 5 - Resignation - Removal (cf. statutes article 4)

Membership in the association is lost by resignation addressed to the President or after non-payment of the membership fee for two consecutive years; finally, for serious misconduct, upon decision of the board of directors, subject to appeal to the general assembly.


Article 6 - Candidacy for the Board of Directors (cf. statutes article 5)

Candidates for the Board of Directors of the AAEE of ENS Paris-Saclay must be up to date with their membership fee. It is specified that the function of a member of the Board of Directors is not an honorary title and entails the moral commitment to diligently attend the Board meetings (regulatory requirement of two annual meetings) and to actively participate.


Article 7 - Communication

The association adapts its procedures to all technological developments aimed at reducing delays and costs, facilitating the processing and communication of information, and improving exchanges between its members.

The website includes a public section accessible to all and a section reserved for members, accessible via a confidential code.

The online directory is accessible without a code, but many fields and queries are only authorized for members. Some private or professional data can only be accessed by certain administrators and communicated via email, only after authorization from the concerned individual.

Mandates and powers for statutory meetings can be transmitted by email.

Some meetings of the bureau or the council may be exceptionally organized via videoconference.

Certain conferences organized by the association are posted on the association's website and on the websites of ENS Paris-Saclay and Rennes with the speakers' authorization according to the protocol used by the Information Technology Services Directorate of ENS Cachan and Rennes.


Article 8 – Groups within the Association (cf. statutes articles 9 – 10 - 17)

Certain members of the association, including normalien or associated members who regularly pay their membership fee, can organize themselves into a group of their choosing.

A group (particularly its name) is validated, upon request, by the general assembly of the association following its creation, upon proposal of the board of directors. It is administered by a group committee comprising at least three members (President, Secretary, and Budget Manager). Each group can decide on a specific group fee, in addition to the association fee, which is voted on in the group assembly and validated by the association's board of directors. The group's accounts are maintained by the association's treasurer.


Article 9 – Social Networks

To the extent possible, the association provides means for its normalien or associated members, as well as students and former students, to communicate directly with each other.

The association's social network platform aims to facilitate these exchanges. The association reserves the right to terminate the account of a student, former student, or member in case of non-compliance with the platform's charter.

The charter is available on the platform, and it is the subscriber's responsibility to regularly consult it to stay informed of any updates.

The association rejects any inappropriate use of social media. This includes, but is not limited to: publishing content disparaging the association on information-sharing websites, posting defamatory comments on forums or blogs, and sharing confidential information.
